Introduction to the Chinese-Foreign Joint Education Committee (CJEC)
The Chinese-Foreign Joint Education Committee (CJEC) was established in August 2014 under the auspices of the Department of International Cooperation and Exchanges, Ministry of Education. It brings together, on a voluntary basis, chief representatives (including presidents and deans) of MOE-approved Chinese-foreign Joint Education institutions and programs. Serving as a national platform, CJEC is dedicated to promoting exchanges and collaboration in the field. It aims to galvanize member institutions to foster high-quality development in Chinese-foreign Joint Education and enhance its pivotal role in advancing the modernization of China's higher education system.
CJEC operates through a Steering Committee and Chair Units, comprising one Chair, one Executive Vice-Chair, several Vice-Chairs, and multiple Chair Units. The current Chair is Prof. Zhao Yanzhi, President of Shenyang University. The Executive Vice-Chair is Prof. Wang Xuhui, Deputy Party Secretary and President of Dongbei University of Finance and Economics (DUFE); Vice-Chairs concurrently head their respective Chair Units. The inaugural ten Chair Units were designated by the founding member institutions, while subsequent units are elected by the membership for staggered terms of 2–4 years. In October 2022, the Third Joint Conference elected 20 institutions to serve as Chair Units. A Secretariat, hosted by the Surrey International Institute at DUFE (DUFE-SII) and headed by Secretary-General Meng Tao (Dean of DUFE-SII), manages day-to-day operations. On April 25, 2023, CJEC inaugurated an Expert Committee to provide strategic advice. Subsequently, on October 28, 2023, a Hainan Sub-Secretariat was established to support the province's development of an international education innovation hub.
Since its inception, CJEC has played a pivotal role in consolidating resources for Chinese-foreign Joint Education and safeguarding the operational quality of its member institutions. With a growing membership exceeding 464 institutions, the Committee has seen a continuous rise in its public recognition and sector-wide influence. Its primary responsibilities include:
(1) Enhancing positive publicity by systematically disseminating best practices, landmark achievements, distinctive features, and exemplary models from member institutions;
(2) Establishing an exchange platform by publishing Chinese-Foreign Cooperative Education—the earliest and most influential industry journal in this field, with 34 issues released to date—and by convening 12 Annual General Meetings, multiple Chair-Unit conferences, and regional seminars;
(3) Serving as a think tank by leveraging its Expert Committee to produce authoritative reports, thereby providing educational authorities with evidence-based policy recommendations, decision-making support, and professional guidance;
(4) Driving high-quality development by selecting and releasing outstanding case studies to set industry benchmarks and elevate the standards of Chinese-foreign Joint Education initiatives across the board.
